Capacity building activity is considered to be a long-term, continuing process, in which all stakeholders like ministries, local authorities, non-governmental organizations and water user groups, professional associations, academics and others participate. Capacity building encompasses human resource development which is an essential part of development. It involves process that focuses on enhancing the skills, knowledge and social capabilities available to individuals and social system in order to achieve growth, equalize opportunities, reduce poverty and enhance people’s livelihood. It is based on the concept that education and training lie at the heart of development efforts and that without human resource development most development interventions will be ineffective. Training is a means for overall enhancement of performance in terms of knowledge and skills of an individual. NERIWALM has been organizing different capacity building programmes on water and land resources management of which training is one of the main activities. NERIWALM has proved its existence as a Regional Centre of Training in water and land management in NE Region of the country. It has been conducting short and medium term training programmes on different aspects and issues of water and land management relevant for the region.
NERIWALM is taking necessary action not only to expand its activities to national and international level but also undertaking long term courses in the form of academic courses on water resources management. Capacity Building programmes and Training in NERIWALM shall go a long way in improving and enhancing the performance of the organization, in general and shall help in ensuring up gradation of knowledge and skills of all the stakeholders thereby making a considerable contribution in overall development of Water and Land Resources in the NE Region in particular.
Module of training courses are cover aspects starting from policy to related technology and practicing methodologies/processes through theoretical and practical teaching so that the trainees build confidence and gain capability on the particular subject matter. It is expected that, later on, these trainees can be utilized as trainer to other stakeholder thereby minimizing the gap of reaching technology or skills to mass.
Programmes are organized in its campus at Dolabari, Tezpur (Assam) utilizing the well equipped infrastructural facilities like class rooms, laboratories, conference rooms, library and research farm etc. These programmes are termed as In-campus programme. Faculty members and other technical staff of NERIWALM also moving around in the eight states of NE region to conduct Off-campus programmes in different locations utilizing infrastructural facilities of the State Departments, KVKs, Universities etc. Recently it has signed a MoU with NEHARI, Brahmaputra Board for organizing programmes utilizing the infrastructural facilities located at North Guwahati.
Training programmes are also being conducted in collaboration with organizations like, Indian Council of Agricultural Research (ICAR), Agricultural Universities of the NE Regions (Assam Agricultural University, Central Agricultural University), water related central sector organizations like, Central Water Commission, Central Ground Water Board, National Institute of Hydrology, National Institute of Electronics and Information Technology ( NIELT), Govt. of India, Krishi Vigyan Kendras (KVKs), industries like Jain Irrigation System Ltd., Silpaulind and State Departments like Water Resources/Irrigation, Agriculture and Horticulture etc.
NERIWALM tries to obtain sponsorship for organizing training programmes from other Ministries, Departments and organizations like North Eastern Council, Agricultural Skill Development Council, ICAR, ATMA etc. which enables the Institute to generate revenue or income.
Since its transfer to the Ministry of Water Resources during April, 2012, number of training programmes conducted by NERIWALM has been increased. As per the approved EFC under HRD & CB scheme of the Ministry of Water Resources, RD & GR, Govt. of India. NERIWALM is to conduct different types of training programmes for different target groups during 2017-18, 2018-19 and 2019-20 as indicated in Table1. Number of persons to be trained in each of the years i.e., 2017-18, 2018-19 and 2019-20 is presented in Table2.
